Used to test if an action could be ActionDelegate.valid(java.lang.Object)
for an object of a
particular type (should it be a menu item) and if the action is enableable(java.lang.Object, wt.templateutil.processor.HTTPState)
for the specific object (should the menu item be enabled).

of the HTTPRequest (user agent) and is acceptable to use for all classes
implementing the WildfireActionDelegate interface. The method enableable(Object)
is not valid for objects implementing WildfireActionDelegate and will
throw an exception.
